Vision: It looks really nicely put together, with the foreground, backgrond and middle ground. Dunno what the middleground is called. It is really cute, and I like the tree and grass texture you put in. The water looks a bit odd, I think it would have been flat, as the reflection is flat. More on the reflection in Technique. The shading and lineart is really nice! Just one thing: since the sun is setting/rising I would suggest more sunsetty/sunrisey colors for the sky.
Originality: Gave you a lower score for this because I've seen a lot of art similar to this.
Technique: First, the water. Like I said before, it should be flat, or the reflection should be rippled. To ripple it, I would have used the little hand blender tool, and drag it over the reflection until it looks rippled enough. Also, for the reflection...the cat is standing too far away to actually have a reflection show up. If you moved the cat more towards the river, you would see the reflection you see here. If the cat is standing this far away, you would only see the ears, or the top of its head. Secondly, the shading. The sun is behind the cat, we should see some backlighting. Unless there is some random human lightbulb lighting up the front of the cat, there should be no light on the part of the cat we see. You've shaded it like the light was from above left. Also, since you linearted the cat, I would have linearted (is that a verb? lol) the trees, and the grass, and the river and the sun too. Like I said before, add more sunsetty colors! And the color of the entire thing should be a bit darker, as the sun is half gone. So that means half the light or something around there.
And for the grass, where it meets the horizon, maybe have it blend into the grass better? What I mean is you probably put in a solid color the grass, then added the little uppy downy things (the individual grass). On the horizon, it looks a bit odd. The sky should be blended a bit more too. it looks like a vector, while everything else is blended so nicely.
